The Services would primarily include outreach and training efforts for the Virginia Local Technical Assistance Safety Circuit Rider Program (“SCR”), which was designed to provide safety-related information, technical training, technology transfer, and assistance to local government agencies across the Commonwealth of Virginia that are responsible for maintaining their own roadways.
